Class Q Barn Conversions in Borough of Broxbourne.

Taking full advantage of changes to class Q planning policy, SF Planning maximised the potential for these redundant agricultural buildings for our client in Broxbourne Borough.

The scheme builds on a previous prior approval we assisted with, increasing the number of dwellings from the barn conversions from five to seven following the recent changes to increase the flexibility within Class Q applications.

We established that the scheme complies with all relevant policies in our submission including:

  • Transport and highways impacts
  • Flood Risk
  • Suitability of Location and siting of the building
  • The design and external appearance of the building
  • The provision of adequate natural light

In order to support the application, the following specialist reports were commissioned and submitted:

Noise Impact

A noise impact statement, along with proposed mitigation measures ensures the scheme meets the requirements for noise impact.

Contamination Risk

A desk study and preliminary risk assessment, undertaken by Chartered

Environmental and Engineering specialists identified a low to moderate contamination risk with a high risk of asbestos at the site. A further asbestos survey enables the discharge of a condition on the original scheme. By submitting this information with the new application, we avoid the need to re-attach the condition.

The resulting permission is a great result and demonstrates the difference a planning consultant can make to agricultural landowners. The changes to the class Q legislation meant this client could maximise the value of their redundant agricultural buildings and provide additional, much needed and desirable homes in the borough. Without the advice of a planning consultant, the opportunities presented by the changes to Class Q may not have been something they were aware of.
